Guidance on Health and Social Care Apprentices aged 16 to 18

The Skills Funding Agency rules from August 2012 to July 2013 mean that 16 to 18 year old Apprentices are fully funded and those aged 19 plus are partially funded.  The National Minimum Standards (NMS) for care used to state that Care Home staff had to be over 18 years of age but this restriction was lifted in 2008. The NMS has been replaced in 2010 by the Care Quality Commission guidance Essential Standards of Quality and Safety.   In addition in 2008 the awarding body Skills for Care published a press release saying that the Department for Health and CSCI would allow 16 to 18 year olds to provide personal care as long as they were suitably trained and competent and are appropriately supervised.

The Care Quality Commission guidance booklet Essential Standards of Quality and Safety makes clear in the section Suitability of Staffing the guidance that Care providers should follow to ensure that they have the right staff with the right skills, qualifications, experience and knowledge to support people who use their services.  

A training programme that follows a national Apprenticeship Framework covers all these areas.  A member of staff who does not possess the relevant qualifications, skills and experience can be working towards gaining the skills and experience where it does not impact on the safe delivery of the service.
